SALAMANCA — Two weeks after the city adopted the county’s Dealer in Second Hand Article Law, discussion at Wednesday’s Common Council meeting included talk of rescinding the ordinance.
The request by Mayor Carmen Vecchiarella to have the city’s attorney prepare a resolution to rescind the law comes a week after nearly all county lawmakers agreed to sponsor a law to also repeal it.
The law, which requires secondhand dealers to obtain a license from the Cattaraugus County Sheriff’s Department, hold newly purchased items for seven days and maintain sales records, hurts some businesses not intended to be subject to the law, Mayor Vecchiarella said.
“(W)e were basically under the interpretation that it took care of pawn shops and things like that,” he said. “Instead, I believe it enticed a lot more things, including many ventures at the (Salamanca) Antique Mall.”
Demitri Kolokouris, manager of the antique mall, was one of the vocal opponents of the law at last week’s county legislature meeting. Mayor Vecchiarella said he expects his council to vote on the resolution at one of its upcoming meetings.
Also during Wednesday’s council meeting, permission was given to Police Chief Gary Wind to
order a new police car, which will be paid for through bonding. Mayor Vecchiarella noted the last minute addition to the agenda came following a discussion at Tuesday night’s meeting of the police commission.
The new car will replace a vehicle that currently has about 130,000 miles on it, the mayor said. During its work session prior to the meeting, council discussed declaring that car surplus and giving it to the city’s department of public works when the new vehicle arrives.
