requesting Bids for the construction of the Wildwood

Avenue Milling and Resurfacing Project. Sealed bids will be received at the Salamanca City Clerk’s Office located at the physical address 225 Wildwood Ave, Salamanca, NY 14779 until January 29, 2026, at 10am local time. At that time the Bids received will be “publicly” opened and read.

goDataflow.com. Ordering from this web portal automatically places the prospective bidder on the plan holders’ list. This designated web portal will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a bid for the project. All official notifications, addenda, and other bidding documents will be offered through the designated web portal with notifications to registered bidders. Neither the Owner, Construction Manager, Architect/Engineer, nor Dataflow, Inc., as applicable will be responsible for bidding documents, including addenda, if any, that are obtained from sources other than the designated web portal.

Bid documents including plans and specifications are available for electronic download for a non-refundable fee of $49.00 payable by credit card. Bid documents including printed sets of plans and specifications may be ordered in paper format for a refundable fee of $100 payable by credit card. Non-refundable shipping charges may apply.

Refunds for printed sets will be made by Dataflow directly to the credit card provided by the bidder. Refunds for payment of one (1) copy of the printed sets will be made to those submitting bids on the forms furnished, if the printed set is returned in good condition to Dataflow within 30 days from the award of the contract or rejection of bids. Any non-bidder may be refunded their deposit only upon returning printed set PRIOR to bid opening.

There will be no Pre-Bid Conference. All Pre-bid questions prior to the bid opening must be received by the close of business on Thursday, January 22, 2026 at 5pm local time. Questions shall be directed to Hunt Engineers, Architects, Land Surveyors, & Landscape Architect DPC, to Andrew Kinsley at kinsleya@hunt-eas.com or 607-358-1000. All bidders request for information shall use the form located in specification 00 12 00 – Request for Information. A digital copy of this form is available upon request.

As bid security, each bid shall be accompanied by a certified check or Bid Bond made payable to the City of Salamanca, in accordance with the amounts and terms described in the Instructions to Bidders

The Owner requires that all bids shall comply with the bidding requirements specified in the Instructions to Bidders. The Owner may, at their discretion, waive informalities in bids, but is not obligated to do so,

nor does this represent that the Owner will do so. The Owner also reserves the right to reject any and all bids. Under no circumstances will the Owner waive any informality which, by such waiver, would give one Bidder a substantial advantage or benefit not enjoyed by all other Bidders. No bidder may withdraw their bid within forty-five (45) after the actual date of the opening, unless a mistake due to error is claimed by the Bidder in accordance with the Instructions to Bidders.

Attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract. Bidders must comply with Section 220-I of NYS Labor Law, and provide Certificate of Registration as a part of their bid.

The Seneca Nation of Indians (SNI) has enacted the Tribal Employment Rights Ordinance (TERO) requiring all employers to address Indian preference in contracting, subcontracting, employment, and training on projects that take place within the exterior boundaries of the Allegany, Cattaraugus, and Oil Spring Reservations. A Compliance Plan must be negotiated with SNI TERO prior to commencing work on the reservations. In addition, there is a fee of 5% on contracts that are $50,000 or more. This fee applies to the gross contract amount and is payable when the Compliance Plan is negotiated. For more information contact SNI TERO 716-945-1790 Ext 3543.”
