The Owner, the Utica City School District, will receive separate sealed bids to furnish materials and labor to complete the Killbuck Rd Site Removal Package. Bids shall be on a stipulated sum basis for the
following contracts:

Sealed bids will be received by the Owner until 2:00 P.M. local time on February 17, 2026, at Salamanca City School District High School, LGI Room, Room #51. Bids received after 2:00pm will not be accepted and returned to Bidder unopened. Bids will be opened publicly in a controlled area after specified receipt time. All interested parties are invited to attend.
Bidders wishing to submit a bid prior to the above date can deliver the bid package to Salamanca City Central School District
Offices. The Owner will review,
approve and
authorize all prime contracts.

Complete sets of Bidding Document drawings and specifications may be obtained after 01/16/2026 by emailing Dataflow at Bidsupport@
goDataflow.com or call at 607-772-2001, in accordance with the Instructions to Bidders upon electronically depositing the sum of one hundred dollars ($100) for each printed set of documents. Shipping and handling is to be paid directly to Dataflow and is non-refundable. Digital sets will be available for download for a non-refundable fee to be paid directly to Dataflow.
All official notifications, addenda, and other bidding documents will be offered only through the designated website with notifications to registered bidders. Neither Owner, CM nor Architect/Engineer will be responsible for bidding documents, including addenda, if any, obtained from sources other than the designated website.
Refunds for payment of one (1) copy of the Plans and Specifications will be made to those submitting Bids on the forms furnished, if returned in good condition to the Salamanca City Central School District within thirty (30) days from the award of the contract.
As bid security, each Bid shall be accompanied by a certified check or Bid Bond made payable to Owner, in accordance with the amounts and terms described in the INSTRUCTIONS TO
BIDDERS.
The Owner requires that all bids shall comply with the bidding requirements specified in the INSTRUCTION TO BIDDERS. The Owner may, at his discretion, may waive informalities in bids, but is not obligated to do so, nor does this represent that he will do so. The Owner also reserves the right to reject any and all bids. Under no circumstances will the Owner waive any informality which, by such waiver, would give one Bidder a substantial advantage or benefit not enjoyed by all other Bidders. No Bidder may withdraw his Bid before forty-five (45) days after the actual date of the opening thereof, unless a mistake due to error is claimed by the Bidder in accordance with INSTRUCTIONS TO
BIDDERS.
A Pre-Bid Walk Through will be held on 02/02/2026 @ 2:00 PM at the project site, 4185 Killbuck Road, Salamanca, NY 14779. Use this page to verify identification as a Bidder. Attendance at this walk through is highly recommended as the Owner, Engineer, Architect and Construction Manager will be present to discuss the Project. Attendees should anticipate 30 minutes plus Q & A session. The Architect will transmit to all listed Bidders record of Addenda in response to questions arising at the Conference.

Attention of Bidders is particularly called to requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract.
